Higher Education Coordinating Commission must establish a direct admissions program for Oregon community colleges and four regional public universities: Eastern Oregon University, Oregon Institute of Technology, Southern Oregon University, and Western Oregon University

High schools must annually provide graduating students' names and other commission-determined information to the nearest community college and the four participating universities, but only with student consent per school district policy

Student information provided to institutions serves as provisional automatic registration, superseding any other admission requirements at those institutions

Program first applies to the 2026-2027 school year and sunsets on July 1, 2035

HECC and State Board of Education must adopt implementing rules
