Oregon Department of Administrative Services must establish a one-time $2,500 grant program for individuals who agree to serve in a uniformed service or public service program and complete basic or initial training within six months

Eligible uniformed services include regular and reserve Armed Forces, Oregon National Guard, and commissioned corps of NOAA and U.S. Public Health Service

Eligible public service programs include AmeriCorps, Peace Corps, and other federal programs defined by DAS rule

Recipients must maintain Oregon residency at the time of agreeing to serve and may receive only one grant

Creates the Restart Initiative Fund in the State Treasury to fund the grants, with grant amounts exempt from Oregon personal income tax
