Prohibits state regulatory agencies from enforcing rules against public bodies on issues that were already considered or addressed during a prior approval, permit, or consent process for qualified capital construction projects

Applies only to projects funded in whole or in part by State of Oregon money where a public body has taken "material action" by spending or irrevocably committing funds toward the project

"Material action" threshold requires expenditure or commitment of at least $____ (specific dollar amount left blank in bill text for later determination)
