Authorizes the Energy Facility Siting Council to issue a site certificate for a small modular reactor (SMR) demonstration project in Umatilla County, limited to advanced nuclear reactors with nameplate capacity of 300 electrical megawatts or less

Requires the demonstration project to use microgrid enabling technologies allowing it to operate independently from the electric grid and support community energy resilience

Mandates consultation with federally recognized Indian tribes, including the Confederated Tribes of the Umatilla Indian Reservation, with at least 60 days for tribes to express interest and requires good faith communication throughout the process

Directs the State Department of Energy to submit a report by December 15, 2026 identifying statutes, rules, and land use requirements that may need modification to enable council oversight, with the Umatilla County SMR Demonstration Project Report Fund established to support this work

Prohibits permanent storage of high-level radioactive waste at the site after termination of the NRC operating license, and refers the entire Act to Umatilla County voters for approval at the next regular general election
