Expands Oregon's direct admissions program for community colleges and public universities to allow private post-secondary institutions meeting state accreditation criteria (ORS 348.597(2)(a)) to participate with their consent

Requires the Higher Education Coordinating Commission to adopt rules establishing methods for collecting student data necessary to implement the direct admissions program, potentially in collaboration with the Department of Education

Mandates the commission adopt rules to maximize opportunities for underserved students and first-generation college students to participate in the direct admissions program

Amends ORS 350.075, which governs the powers and duties of the Higher Education Coordinating Commission regarding post-secondary education coordination
