Prohibits Oregon public bodies from discriminating against or granting preferential treatment to individuals or groups based on race, sex, color, ethnicity, or national origin in public employment, public education, and public contracting

Preserves bona fide qualifications based on sex that are reasonably necessary for normal operations of public employment, education, or contracting

Maintains validity of existing court orders and consent decrees in force at the time the law takes effect

Allows actions necessary to maintain eligibility for federal programs where non-compliance would result in loss of federal funding to the state
