Oregon Department of Administrative Services must conduct a comprehensive study on voter registration systems, voter list maintenance processes, and voter list accuracy

Study must review irregularities at the Department of Transportation, ballot issuance problems (multiple ballots, ballots to out-of-state or deceased individuals), and risks of ballots going to ineligible voters

Assessment required of registered voter counts per county compared to population estimates, plus review of verification systems including ERIC, HAVA Verification, and Social Security number verification

Secretary of State, Department of Transportation, Oregon Health Authority, and county clerks must assist DAS with the study and provide necessary information

Report with potential legislative recommendations due to interim elections committees by September 15, 2026; provisions sunset January 2, 2027
