Repeals Oregon's electronic voter registration system (ORS 247.019), eliminating the option to complete registration cards electronically

Mandates county clerks mail written notices to all voter registration applicants within seven business days indicating whether registration was approved, with registration officially occurring on the date the confirmation notice is mailed

Requires the Secretary of State to redesign voter registration cards to state that citizenship evidence is required and list examples of accepted documents

Declares an emergency, making the law effective immediately upon the Governor's signature rather than the standard 90-day waiting period
