Requires the Department of Early Learning and Care to prepare child care impact statements analyzing how proposed legislation would affect child care availability in Oregon, upon written request signed by one legislator from each major political party

Child care impact statements must be impartial, simple, and understandable, including estimates of regional child care availability impacts and disclosure of methodologies and assumptions used

For state ballot measures, the department must file the child care impact statement with the Secretary of State no later than 99 days before the election, with a public hearing held at least 95 days before to receive suggested changes

Secretary of State must print certified child care impact statements in the voters' pamphlet alongside other measure information including ballot titles, financial estimates, and racial and ethnic impact statements

Provisions relating to ballot measure statements apply to elections held after the first Tuesday following the first Monday in November 2026
