Creates a Legislative Performance Oversight and Government Accountability Officer position within the legislative branch, appointed by the Joint Legislative Audit Committee with approval from the Senate President and House Speaker

Directs the officer to investigate and conduct oversight of executive branch agencies, receive and investigate public complaints about agency actions, conduct performance audits, and report findings to the committee

Authorizes the officer to hire staff and enter into contracts to carry out assigned functions

Requires the officer to file annual statements of economic interest with the Oregon Government Ethics Commission

Officer duties become operative January 1, 2026; act takes effect on the 91st day following adjournment of the 2025 legislative session
