Justice courts have civil jurisdiction for money claims up to $10,000, recovery of personal property valued up to $10,000, and real property possession cases, concurrent with circuit and municipal courts

Defendants in non-record justice or municipal courts charged with misdemeanors may transfer cases to circuit court within 10 days after a not guilty plea; defendants may also request transfer after adverse pretrial rulings with court and prosecutor consent

Appeals from non-record justice and municipal courts go to circuit court with a 30-day filing deadline; the circuit court reviews the matter anew as if originally filed there

Courts of record (justice or municipal courts that have achieved that status) appeal directly to the Court of Appeals following standard appellate procedures

Repeals numerous existing statutes governing justice court procedures and appeals (ORS chapters 51, 53, 55, 157, 221) and consolidates local court appeal procedures, with provisions becoming operative January 1, 2026
