Extends the deadline for existing structure owners to file complaints with the Construction Contractors Board from one year after work completion to six years after contract signing, or one year after receiving a formal written notice of completion from the contractor

Requires contractors to provide written notice to owners stating work is complete, listing total cost, and informing owners of complaint filing deadlines to trigger the one-year limitation period

Extends complaint deadlines when contractors fail to substantially complete work to six years after contract date (or date of mutual bargain if no written contract), or one year after contractor provides written notice of intent not to complete

Maintains existing deadlines for new structures (one year after first occupancy or two years after substantial completion) and for subcontractor-related complaints (14 months after occupancy or substantial completion)

Takes effect on the 91st day following adjournment of the 2025 regular legislative session
