Expands the definition of "custody" in Oregon's escape statutes (ORS 162.135) to include restraint imposed by parole and probation officers, in addition to peace officers, pursuant to arrest or court order

Grants parole and probation officers access to digital images of driver license and identification card photographs retained by the Department of Transportation, previously available only to law enforcement officials and DMV employees

Updates terminology throughout the statutes, changing "adult in custody" to "person confined" and "custody" to "confinement" for consistency

Amendments to DMV photo access provisions (ORS 807.115) become operative on January 1, 2026

Declared an emergency measure, taking effect immediately upon passage; passed House March 11, 2025 and Senate May 13, 2025
