Expands familial relationships qualifying for first-degree rape, sodomy, and unlawful sexual penetration charges when victims are under 16 to include biological or adopted siblings, biological or adopted children, and children of spouses, former spouses, sexually intimate partners, or former sexually intimate partners

Adds unlawful sexual penetration in the first degree as an offense carrying a 100-month mandatory minimum sentence when committed against a victim under 16 with a specified familial relationship

Classifies sexual abuse in the second degree as a level 8 sentencing guidelines offense when the victim is 16 or 17 years old and has a specified familial relationship with the offender

Raises the victim age threshold for felony assault in the third degree and felony strangulation from 10 years old to under 18 years old

Takes effect on the 91st day after adjournment of the 2025 regular legislative session
