Directs the Alcohol and Drug Policy Commission and System of Care Advisory Council to study treatment and recovery services for youth ages 11-25 with co-occurring diagnoses

Defines co-occurring diagnoses as two or more behavioral health disorders (substance use, mental health, eating, or gambling disorders) or a behavioral health disorder combined with an intellectual/developmental disability or physical health condition

Requires examination of existing state and local programs, provider adequacy, reimbursement deficiencies, and statutory or licensing barriers to service delivery

Mandates a report to the Legislative Assembly by September 15, 2026, with recommendations on program improvements, workforce incentives, regulatory changes, and resource allocations

Takes effect immediately upon passage as an emergency measure and sunsets on January 2, 2027
