Oregon Department of Education must develop and implement a standardized method for school districts and education service districts to electronically create, collect, use, maintain, disclose, transfer, and access student data across multiple platforms

Required student data types include: name and state ID, demographics, statewide assessments, course completion, education records, individualized education programs (IEPs), Section 504 plans, daily attendance data, and medical alerts/health data

A technical advisory committee of 30+ members (including educators, administrators, school nurses, parents, and IT specialists) must be established by December 1, 2025, with appointments to assist in development and submit implementation reports by October 1 of each even-numbered year through July 1, 2035

General Fund appropriation to the Department of Education increased by $2,030,304 for the 2025-2027 biennium to develop the student data system

Bill takes effect immediately upon passage as an emergency measure; statutory amendments and repeal of ORS 326.580 become operative July 1, 2035
