Oregon Department of Education must develop and maintain a statewide data system for the education workforce, working with the Teacher Standards and Practices Commission, education service districts, school districts, and educator preparation programs

"Education workforce" includes licensed and classified staff employed by or contracted with public education providers such as school districts, public charter schools, education service districts, the Oregon School for the Deaf, and juvenile detention/youth corrections education programs

Data system must assign unique identifiers to each education workforce member without using personally identifiable information, with PII stored in a secure location for data matching purposes only

System must track school district hiring needs by content area and location, educator mobility and retention patterns, educator longevity factors, school climate surveys, and pay relative to local economic data from U.S. Census Bureau American Community Survey

Department must make workforce data publicly available through an interactive data visualization tool on its website home page, with the system designed to support district leaders, policymakers, and researchers through tailored reporting features
