Public bodies may establish investment pools for bond proceeds through intergovernmental agreements under ORS chapter 190, without requiring oversight from the State Treasurer or Oregon Investment Council

Public bodies may create additional investment pools for non-bond funds through written intergovernmental agreements, separate from or in addition to existing investment pool options

Participating public bodies in these new pools may exercise the same investment powers currently granted to the State Treasurer and Oregon Investment Council under ORS 293.863

Amends ORS 294.035 to add these locally-established investment pools as authorized investment options for custodial officers managing sinking funds, bond funds, or surplus funds
