Members of school district boards, education service district boards, and public charter school governing bodies must complete mandatory training on topics including Oregon ethics laws, public records and meetings laws, budgeting requirements, mandatory child abuse reporting, anti-discrimination laws, and federal education laws (IDEA, Title I, Title VI, Title IX, Section 504/ADA)

Initial training must be completed within 90 days of taking office, with subsequent training required at least once every four calendar years; training may be provided in person or online

State Board of Education must establish training standards by May 1, 2026, including qualifications for training providers, modifications for members serving on multiple boards, and compliance reporting requirements

Department of Education must identify or create training materials and maintain a list of approved training providers

Training requirements apply to members elected or appointed on or after May 1, 2026; current members may voluntarily complete training but must comply if re-elected or reappointed after that date
