Requires K-12 public and private schools to place automated external defibrillators (AEDs) at each school building and at each athletic venue, with locations following national emergency cardiovascular care guidelines

AEDs must be clearly marked, unlocked, and accessible when students are present at schools or during athletic practices and competitions

All coaches must be trained in AED use, and schools must maintain a student-to-trained-staff ratio matching existing first aid card requirements under ORS 342.664

School medical emergency plans must include cardiac emergency response protocols and share AED locations with emergency medical services providers

Appropriates $2,000,000 from the General Fund to the Department of Education for distribution to school districts and public charter schools, prioritizing those with highest financial needs, effective July 1, 2025, with requirements applying starting the 2026-2027 school year
