Education providers (school districts, preschool programs, Oregon School for the Deaf, education service districts, and juvenile detention education programs) may contract with private entities, in agreement with law enforcement, to install stop arm cameras on school buses to capture violations of drivers failing to stop for bus safety lights.

Citations must be mailed to registered vehicle owners within 10 business days of the violation, with 30 days to respond; a rebuttable presumption exists that the registered owner was the driver and that warning signs were posted and safety lights were operational.

Registered owners may submit a certificate of innocence (with driver's license photocopy) to have citations dismissed without court appearance; businesses may submit certificates of nonliability identifying the employee, renter, or lessee who was driving.

Stop arm cameras may not photograph bus drivers or students while on the bus, and camera footage may only be used for investigating violations or crimes.

Cities and counties must disburse all fine moneys from stop arm camera-based citations to the education provider that installed the camera.
