Expands the definition of "tumultuous and violent conduct" under Oregon's riot statute (ORS 166.015) to include using a motor vehicle or one's body to impede traffic, create a traffic hazard, or block normal traffic movement

Exempts from the expanded definition: momentary stops for safe vehicle operation (turns, exiting roads), funeral processions, activities authorized under ORS 814.070, and activities approved by road authorities

Riot remains a Class C felony, requiring participation with five or more persons in tumultuous and violent conduct that intentionally or recklessly creates grave risk of public alarm

Amendments apply only to conduct occurring on or after the effective date of the 2025 Act
