Establishes the Veterans Waiver Program within the Oregon Health Authority to provide medical assistance to Oregon veterans with income at or below 400% of federal poverty guidelines

Requires applicants to verify eligibility with DD Form 214 or 215 and income documentation, with the authority providing in-person, telephone, and online chat assistance

Applications open no later than November 1, 2025, with medical assistance beginning January 1, 2026

Funds the program through the Veterans' Services Fund, which receives 1.5% of Oregon State Lottery net proceeds; Oregon Health Authority must estimate funding needs by July 1, 2026 and request additional budget if costs exceed available funds

Declares an emergency with effective date of July 1, 2025
