Establishes the Agricultural Workforce Labor Standards Board within the Bureau of Labor and Industries, consisting of nine Governor-appointed members: four representing agricultural workers, four representing employers, and one public member with health/safety expertise

Requires the board to adopt minimum standards for agricultural workers covering compensation rates (at least state minimum wage or federal agricultural visa rates), piece-rate pay, rest breaks, work schedules, workplace health and safety, and paid benefits including leave, retirement, hazard pay, and workers' compensation

Mandates annual training for agricultural workers and employees on board standards, worker rights, and remedies, with training provided during work hours without loss of pay; creates certification process for worker organizations to deliver training

Prohibits employer retaliation against workers who exercise rights under the act or participate in proceedings; allows workers to file civil actions for violations with damages of at least $1,000 plus emotional distress

Requires biennial comprehensive review of standards, monthly public meetings rotating throughout the state with translation services, and annual reports to the Legislature; takes effect immediately upon passage as emergency legislation
