Prohibits employers from terminating agricultural workers unless the termination is for cause, requiring employers to have informed workers of policies in their primary language, applied rules consistently, conducted fair investigations, and followed a progressive discipline system

Permits termination without cause only for bona fide economic layoffs (documented and made in reverse seniority order) or expiration of temporary/seasonal work periods

Prohibits retaliation against workers who oppose violations or file complaints under this section

Allows aggrieved workers to file complaints with the Bureau of Labor and Industries or pursue civil action, with available remedies including reinstatement, injunctive relief, $5,000 civil penalty, compensatory damages, and attorney fees

Holds farm labor contractors jointly and severally liable with employers for violations; takes effect immediately upon passage as an emergency measure
