Creates a new "crew member" registration category for employees who assist with angling activities or watercraft operation under direct supervision of a charter guide or outfitter and guide, requiring first aid/CPR certification and a $50 annual or biennial registration fee

Redefines "charter guide" as an outfitter and guide with a valid U.S. Coast Guard operator license who carries no more than six passengers for hire on federally navigable waterways

Increases annual registration fees from $150 to $500 for charter guides and $350 for other outfitters and guides, effective November 1, 2025

Doubles the maximum civil penalty for violations from $500 to $1,000 per violation

Extends disciplinary authority (reprimand, suspension up to 60 months, revocation, or denial) to cover crew members in addition to outfitters and guides, with mandatory revocation for firearm prohibition or sex offender registration convictions
