State agencies may use a U.S. Department of Veterans Affairs summary of benefits letter to verify applicant eligibility for state benefits and services.

Expands accepted documentation for the Veterans Dental Program to include VA summary of benefits letters as an alternative to DD Form 214 or 215 for verifying veteran status.

The Veterans Dental Program provides oral health care without copayments, deductibles, or cost sharing to Oregon veterans with income at or below 400% of federal poverty guidelines who are ineligible for medical assistance.

Veterans discharged under "other than honorable" conditions are eligible for the Veterans Dental Program, in addition to those with honorable discharges.
