Department of Human Services must restructure rate methodology for adult foster home provider payments by January 1, 2026, increasing base rates and adopting acuity-based payments to reduce reliance on exceptional payments

Add-on payments cover residents requiring full assistance with mobility, eating, or toileting; those with behavioral risks needing supervision; or those needing daily medical monitoring with quarterly licensed professional oversight

Department must report to Legislative Assembly interim health committees by February 1, 2026 on adoption of the new rate structure

Sections 1 and 2 automatically repeal on January 2, 2027

Declared an emergency, taking effect immediately upon passage
