Amends Oregon's Heat Pump Deployment Program by replacing "environmental justice communities" with "disadvantaged community" (defined as communities with socioeconomic and environmental/climate burdens) as priority recipients for grants

Allows the State Department of Energy to award additional grant funds to eligible entities using existing performance agreements when new funds become available in the Heat Pump Deployment Fund

Creates new contractor incentives up to $1,000 for installing heat pumps in rural or frontier communities, with no more than 5% of annual Residential Heat Pump Fund moneys reserved for these incentives

Extends the repeal date for the residential heat pump rebate program from January 2, 2026 to January 2, 2032

Requires the State Department of Energy to report to the Legislative Assembly by November 30 of each even-numbered year on heat pump grants and rebates
