Establishes the Consumer Financial Education Account as a subaccount within the Consumer and Business Services Fund, funded by civil penalties collected from violations of securities, mortgage lending, and trade practice laws

Creates the Consumer Insurance Education Account as a subaccount funded by civil penalties collected from Insurance Code violations

Grants the Director of the Department of Consumer and Business Services authority to designate which collected penalty moneys are deposited into each education account

Continuously appropriates moneys from both accounts to the Department of Consumer and Business Services for providing consumer education on financial and insurance matters

Interest earned on each account is credited back to that respective account
