Amends the Senior Emergency Medical Services Innovation Program to expand the council's role from advisory to active participation in evaluating pilot project proposals, including establishing criteria for approval based on effectiveness, equity impact for older adults and people with disabilities, and measurable outcomes

Requires the Department of Human Services to allocate funds to approved pilot projects within 90 days of approval, using up to one-third of the Quality Care Fund each biennium

Mandates ongoing program evaluation by the department, including site visits and quarterly reports to the council on pilot project efficacy and alignment with policy goals

Extends program sunset dates from January 2, 2027 to January 2, 2030 for the main program provisions, and to January 2, 2033 for related sections

Takes effect on the 91st day after the 2025 legislative session adjourns sine die
