Authorizes the State Treasurer to issue lottery bonds producing $11.431 million in net proceeds for restoration of the Willamette Falls navigation canal and locks during the 2025-2027 biennium

Grants the Willamette Falls Locks Authority expanded procurement flexibility, allowing independent contracts up to $250,000 without going through the Oregon Department of Administrative Services

Exempts the authority from the annual public accounting firm audit requirement in fiscal years where it meets municipal corporation exemption conditions under ORS 297.435

Expands authority membership eligibility to exclude independent contractors in addition to employees, and allows bylaws to establish additional officer positions beyond chairperson and vice chairperson

Takes effect on the 91st day following adjournment of the 2025 regular legislative session
