Adds asylum seekers to the categories of students exempt from paying nonresident tuition at Oregon public universities, alongside refugees, special immigrant visa holders, and COFA islanders

Defines "asylum seeker" as an individual with a pending application for asylum under 8 U.S.C. 1158

Requires that asylum seekers have not previously established residence in any U.S. state or territory other than Oregon to qualify for the exemption

Extends the same tuition exemption to asylum seekers at Oregon Health and Science University
