Oregon Health Authority must establish reimbursement rates for dental care organizations serving medical assistance (Medicaid) recipients at no less than 59.8% of the national average rate paid by insurers

Covered services include adult prophylactic services, children's prophylactic services, composite restoration of two surfaces, and upper and lower dentures

Coordinated care organizations must reimburse dental care organizations at the rates established by OHA

OHA must annually review and revise rates, and report to legislative health committees at least every two years on effectiveness in increasing dental access as measured by utilization rates

Becomes operative January 1, 2026, applying to CCO contracts entered into, amended, or renewed after the effective date
