Governing boards of Eastern Oregon University, Oregon Institute of Technology, Southern Oregon University, and Western Oregon University may establish special tuition rates for students from East Asian countries participating in a higher education and economic development cooperation program

Tuition for qualifying international students must be set at the average in-state resident tuition rate among the four participating universities

Universities may charge additional separate fees for services used by students in the program

University boards are responsible for determining which East Asian countries qualify and establishing student eligibility requirements
