Establishes the emergency veterans housing program within the Housing and Community Services Department to provide grants for developing and operating residential housing for lower-income service-disabled veterans and their families

Grants range from $2 million to $10 million and may only fund housing in cities with populations between 5,000 and 55,000

Eligible veterans must have a VA disability rating of at least 0% from a service-connected injury or illness and received an other-than-dishonorable discharge

Creates a five-member advisory board to approve grants, with appointees representing Veterans' Affairs, the disabled veterans community, OHCS, and the housing construction and rental industries

Appropriates $75 million from the General Fund for the 2025-2027 biennium, with the program sunsetting January 2, 2030
