Housing and Community Services Department must develop a strategic housing stipend pilot program in three cities: one with population over 55,000, one between 10,000-55,000, and one with 10,000 or less

Stipends of up to $300 per month for a maximum of 18 months available to individuals who relocate to a pilot city, work full-time there, and have household income between 60-120% of area median income

Seven-member advisory board with representatives from Bureau of Labor and Industries, Employment Department, Veterans' Affairs, League of Oregon Cities, and the three pilot cities will develop program criteria and employment sector targets

$10,000,000 appropriated from the General Fund for the 2025-2027 biennium to implement the program

Department must report to Legislative Assembly interim committee by September 15, 2028; program sunsets January 2, 2031
