Prohibits the Public Utility Commission, municipal electric utilities, electric cooperatives, and people's utility districts from setting any cap on cumulative generating capacity for solar net metering systems allowed to interconnect

Maintains existing capacity limits for non-solar net metering systems (wind, geothermal, renewable marine, fuel cell, microhydroelectric) at a minimum of 0.5% of a utility's historic single-hour peak load

Amends ORS 757.300 to remove solar power from the list of energy sources subject to cumulative capacity restrictions

Allows regulatory bodies to limit net metering obligations for non-solar systems after the 0.5% threshold is reached, following public comment and consideration of environmental benefits
