Establishes the Oregon Vehicle Industry Board as a 13-member body appointed by the Governor, including representatives of franchise dealers, used vehicle dealers, dismantlers, recreational vehicle dealers, auto auctions, and the general public, with members serving four-year terms

Transfers regulatory authority over vehicle dealers and dismantlers from the Oregon Department of Transportation to the new board, including certificate issuance, inspections, civil penalties, and rulemaking powers, effective January 1, 2026

Creates the Vehicle Industry Account in the State Treasury to fund board operations, consisting of fees from dealer and dismantler certificates, civil penalties, and legislative appropriations

Repeals the existing Oregon Dealer Advisory Committee effective January 1, 2028, with its education program approval functions transferred to the new board

Declares an emergency effective on passage to allow preparatory actions before the January 1, 2026 operative date for the transfer of functions
