Establishes an open enrollment process allowing students to attend schools in nonresident school districts with consent from only the receiving district's school board, rather than requiring consent from both districts

School districts must decide by March 1 each year whether to participate in open enrollment and establish standards including the number of students accepted, with an April 1 deadline for consent requests

Prohibits districts from denying consent or giving priority based on race, religion, disability, income level, academic records, athletic ability, English proficiency, or residence; requires an equitable lottery if applicants exceed available spots

Students accepted through open enrollment remain residents of the receiving district until graduation, no longer required to attend, or enrollment in a different district; districts are not required to provide transportation outside district boundaries

Applies to students seeking consent beginning with the 2026-2027 school year and preserves the status of students already attending nonresident districts under prior consent agreements
