Public agencies must require national certifications for contractors installing, repairing, or remodeling fenestration products (windows, glass, glazing systems, skylights) in public buildings they own or lease

Requirements apply to new construction projects of $25 million or more in public funds, or fenestration work of $5 million or more (excluding routine maintenance)

Contractors must hold a North American Contractor Certification as a glazing contractor and employ at least one worker with Architectural Glass and Metal Technician certification

Starting July 1, 2028, contractors must demonstrate that at least 25% of their fenestration workers hold national certification as architectural glass and metal technicians

Initial requirements become operative July 1, 2027, with the 25% workforce certification threshold taking effect July 1, 2028
