Expands Oregon's prevailing wage requirements to cover off-site fabrication, assembly, and preconstruction work performed specifically for public works projects, including mechanical systems (HVAC, plumbing), electrical systems, boiler systems, structural ironwork, masonry, roofing, and mechanical insulation

Requires the work to be "bespoke" (custom-made) and performed according to specifications of a particular public works project to qualify for prevailing wage coverage

Increases the Bureau of Labor and Industries General Fund appropriation by $268,664 for the 2025-2027 biennium to fund training and enforcement of prevailing wage claims

Directs the Commissioner of the Bureau of Labor and Industries to adopt rules specifying which manufacturing and standard inventory items are excluded from the expanded definition and establishing reporting requirements for off-site work

Amendments become operative July 1, 2026, and apply to procurements solicited or contracts entered into on or after that date
