Establishes the Health Insurance Mandate Review Advisory Committee with six members appointed by the Senate President and House Speaker, including representatives from businesses, insurers, health care providers, consumers, health equity organizations, and rural health experts

Requires the committee to review proposed legislative measures that mandate health insurance coverage for specific providers or services during interim periods, with limits of four measures after even-year sessions and two after odd-year sessions

Committee reports must be completed by January 15 of the year a measure may be introduced or 15 days after review is requested, covering medical need evidence, equity impacts, existing coverage, financial hardship, and actuarial cost analysis

Legislative Policy and Research Director must report to the Legislative Assembly by September 15, 2027 on committee operations and recommendations for legislation

Sunsets June 30, 2028, at which point the law reverts to requiring bill sponsors to submit their own mandate impact reports; takes effect 91 days after the 2025 session adjourns
