Employment Relations Board must establish and maintain a registry system for union representatives to protect public employees from fraudulent activity, including false impersonation of union representatives

Registry applies to two categories: exclusive representatives and designated union representatives (public employees who are union members serving as representatives for their bargaining unit)

Registry must include names of all registered union representatives and be accessible to public employees and exclusive representatives for verification purposes

Persons are prohibited from acting as or holding themselves out as union representatives unless registered in the system

Civil penalties apply for each separate violation, with penalty funds deposited to the Employment Relations Board Administrative Account (specific penalty amount left blank in bill text)
