Establishes state policy to achieve homeownership rates of at least 65.05% by 2030, increasing by 1.65% every five years through 2045, applicable to both overall population and each racial/ethnic group

Requires the Housing and Community Services Department to create and annually update a publicly available dashboard tracking progress toward homeownership goals statewide and by region, disaggregated by race and ethnicity

Declares homeownership disparities among communities of color are currently greater than at any time since the federal Fair Housing Act passed, citing these disparities as a primary driver of the racial wealth gap

Notes Oregon's 2023 homeownership rate was 63.4% according to American Community Survey data

Takes effect immediately upon passage as an emergency measure; does not grant additional authority to the executive department
