Department of Corrections must adopt an electronic filing system to record each incarcerated adult's last-known address before incarceration, race and ethnicity, and age status

Department must submit this data to the Secretary of State by May 1 of each federal census year, including facility location and unique identifiers for each incarcerated person

Secretary of State must adjust federal census population data within 14 days of publication to count incarcerated adults at their pre-incarceration addresses rather than at correctional facilities

Adjusted population data becomes mandatory for drawing state legislative districts and apportioning county or municipal boundaries

All individual information submitted remains confidential and cannot be linked to names; applies only to adults sentenced on or after the act's effective date
