Establishes the Emergency Benefits for Independent Contractors Program within the Employment Department to provide unemployment-style benefits to gig workers during Governor-declared states of emergency

Requires independent contractors to register with the Employment Department, keep records of work contracts and wages, and make quarterly payments to fund the program through the Department of Revenue

Creates the Emergency Benefits for Independent Contractors Fund in the State Treasury, funded entirely by worker contributions with no General Fund appropriation, to pay benefits and administrative costs

Limits eligibility to 26 weeks of emergency benefits every four years, with benefits payable only when unemployment is related to the declared emergency and only to the extent funds are available

Becomes operative January 1, 2027, and takes effect on the 91st day following legislative adjournment
