All Oregon public universities may offer doctoral degrees with approval from the Higher Education Coordinating Commission

Oregon Institute of Technology, Eastern Oregon University, Southern Oregon University, and Western Oregon University are each limited to five doctoral programs until January 1, 2044

Western Oregon University, Southern Oregon University, and Eastern Oregon University are redesignated as comprehensive universities authorized to offer graduate programs, removing the previous limitation to master's degrees and professional doctorates

State agencies are prohibited from awarding scholarships, grants, or other financial aid to post-secondary institutions that primarily offer online coursework and have been found to engage in fraudulent or predatory practices against students

Determinations of fraudulent or predatory practices may be made by the Higher Education Coordinating Commission, an Oregon court, or a public body as defined by ORS 174.109
