Establishes the Guaranteed Opportunity Program to cover all post-secondary education costs (tuition, fees, textbooks, housing) for Oregon residents ages 18-65 who graduated from an Oregon high school or paid state taxes the previous year, becoming operative January 1, 2045

Requires participants to repay through a percentage of adjusted gross income after completion: 2% for associate's/certificates, 3% for bachelor's, 4% for master's/law/professional degrees, and 5% for doctorates, continuing until retirement or age 65

Creates the Guaranteed Opportunity Program Implementation Fund to be financed through legislative appropriations, bonds, gifts, and participant repayments, administered by the Office of Student Access and Completion

Establishes a 13-member Task Force on Implementing the Guaranteed Opportunity Program to determine bonding needs, analyze repayment percentages, identify grant/scholarship programs to repeal, and address bad faith participation prevention, with report due September 15, 2026

Requires the Higher Education Coordinating Commission to begin developing implementation policies immediately and report progress during 2026 and 2027 legislative sessions; State Workforce and Talent Development Board must submit biennial reports analyzing workforce needs and recommending program modifications
