Authorizes cities and counties to adopt ordinances imposing a "public transit incentive surcharge" on parking fines, fees, or other charges for violations of local motor vehicle parking codes

Caps the surcharge at 30 percent of the original fine, fee, or charge amount

Requires the surcharge to be collected at the same time and in the same manner as the underlying parking fine

Allows individuals to contest the surcharge using the same process available for contesting the original parking violation
